Here are some of the highlights that I gathered up from the NKO Performance-- Performance Vector page.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;     In section 2, I have gleaned out "HPFD- Human Performance Feedback and Development",  please read the following for what HPFD means:&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;    &lt;strong&gt;What is HPFD?&lt;br /&gt;&lt;/strong&gt;·         HPFD is the Human Performance Feedback and Development web based “counseling” tool and developmental methodology.  It is designed to replace the current NAVFIT 98 "counseling" process throughout the entire Navy.  Fleet Sailors, not Headquarters, designed the performance standards.&lt;br /&gt;·         It is designed to clearly communicate what observable workplace behaviors the Fleet wants to develop for both supervisors and non-supervisors.&lt;br /&gt;·         Key features include: 1) shifting from a calendar driven system based on paygrade, to an event driven system, i.e. report on board begins the developmental cycle, 2) conducting quarterly sessions during the first year at each new duty station, 3) Formal HPFD sessions are part of a Sailor's e-performance record for better continuity in personal and professional development and viewable by permission only, and 4) provide Sailors with a clear understanding of how their work and personal development fit with the Navy's mission.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;How will it help Sailors?&lt;br /&gt;&lt;/strong&gt;·         The HPFD describes what behaviors Fleet focus groups stated are key to high perfirming supervisors and non-supervisors.  It benefits Sailors in that expectations are clearly defined in behavioral terms, not vague traits. &lt;br /&gt;·         HPFD provides the tools to establish an individual developmental plan whether the Sailor intends to stay only a few years or thirty years.  It also provides the resources for such plans.&lt;br /&gt;·         HPFD also provides the tools for individual Sailors to meet personal and professional short-term goals by enhancing the relationship between the Sailor and their supervisors.  It is the means by which Sailors can receive non-punitive feedback about their performance and ways to improve their performance.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;1. It is created using input from the 5 vectors that reflect your career.  The vectors are broken up into five categories:  your Professional Development, Personal Development, Certifications &amp; Qualification, Leadership Development, and follows up with Performance (e.g. HPFD &amp; Performance Evals).  The 5VM "Snap Shot" applies weights (or value) to all data contained in each vector and returns a "Human Capital Index (HCI)" number that shows how you rate against your peers (i.e. a BM2 is compared to all BM2's across the Navy).&lt;br /&gt;********************&lt;br /&gt;Q:  Where does HPFD fit into my 5VM?&lt;br /&gt;A:  HPFD falls under the "Performance Vector" portion of your 5VM.
